LtGen Stephen Sklenka, USMC, will provide a keynote speech on the Warfighting Stage, April 28 at 14:20. The planned theme of this engagement will the essentials in prevailing against a peer adversary in a contested environment. LtGen Sklenka will likely speak to his framework to prevail will address littoral mobility and it's necessity in contested space, the five sustainment imperatives (munitions, fuel, blood, water, and food), and the requirement to solve the three principals moves (force mobilization and deployment, force closure, and force sustainment).

It will leverage a secure AI platform to shorten the leadership OODA loop, allowing commanders to rapidly identify and address readiness issues. Harnessing Reserve Talent for Innovation: The prototype was created by a Reserve officer with civilian AI expertise, showcasing the untapped technical talent within MARFORRES. This initiative serves as a powerful model for leveraging the private-sector skills of Reserve Marines to drive service-level modernization. Following a December 2025 collaboration with Google and Microsoft, 4th MLG and MARFORRES IMKM planners developed a two-tiered plan that begins with creating a Minimum Viable Product (MVP) using existing Microsoft capabilities and culminates in a fully AI-enabled version on the secure Azure Government platform. Boosting Participation for Reliable Data: By enabling secure, anonymous feedback via personal mobile devices, PULSE Check overcomes access barriers and dramatically increases participation rates. This provides commanders with a more accurate and reliable data set for decision-making, based on a truly representative sample of their unit.
