
SES Johany Deal
Assistant Deputy Commandant for I&L ContractsHQMC I&LMs. Johany M. Deal serves as the Assistant Deputy Commandant for Installations & Logistics (Contracts) at Headquarters Marine Corps. She is the senior Contracting Officer responsible for the award, administration, and oversight of contracts supporting Marine Corps operating forces and installation-level supply and service requirements. She also serves as the principal civilian advisor to the Deputy Commandant for Installations and Logistics on acquisition and procurement matters. In this role, she leads the Marine Corps Field Contracting Service, which includes more than 20 procurement offices and over 400 acquisition professionals.
Prior to this assignment, Ms. Deal served as Director of Contracts for Marine Corps Systems Command, where she was the senior civilian responsible for all contracting functions supporting ground weapons and information technology programs. She led an organization delivering timely, cost-effective procurement solutions to program managers and affiliated Program Executive Officers.
In 2016, Ms. Deal joined Program Executive Officer Land Systems as the Assistant Program Executive Officer for Contracts. She oversaw contracting for a portfolio of 21 programs spanning ACAT I through Abbreviated Acquisition Programs, valued at $9.2 billion across the Future Years Defense Program. She also engaged with senior defense leadership, including the Office of the Secretary of Defense, Department of the Navy, Congress, and Marine Corps leadership on acquisition matters.
Earlier in her career, Ms. Deal served as a Procuring Contracting Officer with the Missile Defense Agency, supporting the Aegis Ashore program, a high-visibility component of the European Phased Adaptive Approach, with a contract portfolio exceeding $2 billion. She also held multiple contracting roles at Naval Air Systems Command, supporting major acquisition programs including the H-53, MH-60, VXX/VH-71, and P-8A, managing portfolios ranging from $2 billion to $15.7 billion. She began her federal career as a Contract Specialist with the Naval Air Warfare Center Aircraft Division.
Ms. Deal was selected to the Senior Executive Service in August 2023 and has over 19 years of federal service. She holds a Master of Business Administration in Contracts and Procurement Management and a Bachelor of Science in Business Administration from the University of Mary Washington. She is Defense Acquisition Workforce Improvement Act Level III certified in Contracting and is a member of the Defense Acquisition Corps.
