LtCol David Bain

Deputy Program Manager, Training Systems

Lieutenant Colonel Bain is a native of Charlotte, NC. He graduated from High Point University in 2002 with a B.A. in Political Science and Philosophy and from the University of North Carolina School of Law in 2007.


Lieutenant Bain was commissioned in August 2005 through the Platoon Leaders Course program. He completed The Basic School and Marine Air Ground Task Force (MAGTF) Counterintelligence/Human Intelligence (CI/HUMINT) Basic Course in 2008 and designated a Human Intelligence Officer.


From 2008-2011, Captain Bain was assigned to 2nd Intelligence Battalion, II Marine Expeditionary Force Headquarters Group (MHG). He served as Executive Officer and Commanding Officer of CI/HUMINT Support Company. He deployed in support of Operation Iraqi Freedom as an intelligence advisor (2009-2010) and to Afghanistan in support of Operation Enduring Freedom as Deputy C-2 Exploitation, Biometrics and Forensics, (2011).


From 2011-2014, Captain Bain was assigned as a project officer for Product Manager Force Protection Systems, Program Manager Command, Control, and Communication, Marine Corps Systems Command. He completed Expeditionary Warfare School 2012 and the MAGTF Intelligence Officer Course at Dam Neck, Virginia in 2014.


From 2014-2017, Captain Bain served as Bravo Company Commander, 1st Radio Battalion, I MHG. Upon promotion, Major Bain was assigned to I MEF G-2 and deployed in support of Special Purpose MAGTF-CR-CC 15.2 as the lead intelligence trainer, Al Asad Airbase (2015-2016). Major Bain then served as Current Operations Officer for I MEF AC/S G-2, completing Marine Corps Command and Staff College in 2017.


From 2017-2020, Major Bain was selected for lateral move to Ground Acquisition Officer in 2017 and completed resident Air Command and Staff College in 2018. Major Bain executed orders to Marine Corps Systems Command with billets as both project officer and Team Lead for Identity Operations, Program Manager Intelligence Systems.
Lieutenant Colonel Bain was promoted in 2021 and served as Program Manager Intelligence Systems until January 2025 when he was selected for the Secretary of Defense Executive Fellowship. Following the Secretary of Defense Executive Fellowship, Lieutenant Colonel Bain was assigned Deputy Program Manager, Program Manager Training Systems.


Lieutenant Colonel Bain’s personal decorations include the Meritorious Service Medal, Navy Commendation Medal, and Navy and Marine Corps Achievement Medal.
