Colonel Foster is a native of Chicago, Illinois. She enlisted in the Marine Corps in 1985, her first tours in the Marine Corps from 1985 -1991 included, Marine Wing Support Squadron 271, Cherry Point, North Carolina and Officer Candidate School, Candidate Administration, Quantico, Va. She achieved the ranks of Corporal 1988 and Sergeant in 1991 while assigned to OCS and was immediately re-assigned to Parris Island, South Carolina to attend Drill Instructor School. 
In October of 1996 Colonel Foster was promoted to Staff Sergeant and hand selected as an instructor at the Sergeant's Course, 29 Palms California. After her tour as a Sergeant's Course Instructor, Colonel Foster received orders to 3d Marine Air Wing, Marine Aviation Logistics Squadron, Personnel Support Detachment (PSD) Okinawa, Japan. While stationed in Okinawa, Colonel Foster applied for the Meritorious Commissioning Program and was accepted to attend OCS in the fall of 1999. Immediately after OCS and The Basic School (TBS) in October of 2000, Colonel Foster attended the Logistics Officers Course, Camp Johnson, North Carolina. Colonel Foster's tours as an Officer include; 2d Force Service Support Group (2D FSSG), 2dTransportation Support Battalion (2d TSB), Beach and Terminal Operations (BTO) Company. 
Colonel Foster holds an Associates in Arts from National University, a Bachelor's Degree of Science with a concentration in Health Care Management from Southern Illinois University, a Master Degree in Supply Chain Management from Pennsylvania State University, and a Masters in Military Science/Studies from the Marine Corps University, Quantico Va., Defense Acquisitions University, North Carolina State Executive Logistics Course, Penn State's Logistics Supervisors Course and several military schools supporting tactical, operational and strategic level leadership and policies . Of notable mention is her selection to Top Level School, Pennsylvania State University, Marine Corps University Fellowship Program where Colonel Foster was the first female to ever attend the program since its inception over ~20 years ago.
