Mr. Jay Proctor

Program Manager Intelligence and Cyberspace Operations (ICO)

Mr. Jay Proctor currently serves as the Program Manager Intelligence and Cyberspace Operations (ICO).  Prior to that, he served as the Director Special Programs, Marine Corps Systems Command (MCSC).  

Mr. Proctor has served in acquisition program management positions across the Department of War since 1996.  Within the DON, these assignments include a rotation to OSW’s Protecting Critical Technology Task Force as the Department of the Navy Lead/Acquisition SME.  In Program Executive Office Land Systems, he has served in multiple positions to include JLTV Production and Fielding Team Lead, Product Manager Heavy Tactical Vehicles and Product Manager Legacy Light Systems.  Mr. Proctor previously completed a rotational assignment as the Director, USMC/Navy Expeditionary Programs, ASN (RDA).  Prior to that he served as Operations Officer and then Assistant Program Manager, RG-33 within the Joint Program Office (JPO) MRAP.

Program management assignments within the Army include: Director, MRAP Joint Regional Support Area, Kandahar Afghanistan; Product Manager Test, Future Combat Systems, Aberdeen Proving Grounds, Maryland; Deputy Program Manager MRAP Sustainment/Division Chief, Land Supply Chain, Defense Logistics Agency, Columbus, Ohio; Deputy TRADOC Systems Manager Stryker, Fort Benning, Georgia; Assistant Program Manager Mortar Carrier and Anti-Tank Guided Missile, Program Manager Stryker Brigade Combat Team, Warren, Michigan; and Operations Officer, Dismounted Battlespace Battle Lab, Fort Benning, Georgia.

Mr. Proctor is a graduate of the Eisenhower School holding a Master of Science in National Resource Strategy.  He also holds a Master of Business Administration from Ohio Dominican University and a Bachelor of Business Administration from Augusta University.  He is a graduate of the US Army Command General Staff College, Combined Arms Services Staff School, Infantry Officer’s Basic and Advanced Courses.  Mr. Proctor holds an Advanced certification (Level 3) in Program Management and Professional (Level 1) in Contracting.  His military awards include the Combat Infantryman's Badge, Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal with oak leaf, Army Meritorious Service Medal with 3 oak leaves, Army Commendation Medal with ‘V’ device and oak leaf, Southwest Asia Service Medal with 3 stars, Global War on Terror Expeditionary Medal, Iraq Service Medal, Afghanistan Service Medal, Army Parachutist Badge, and the Army Air Assault Badge.

 

Mr. Proctor is married to the former Kirsten Carter. They make their home in Stafford, VA with their daughter Terry.
