CIV John Mithun

Program Manager, Tactical Communications and Electromagnetic Warfare Systems

Mr. John Mithun serves as the Program Manager for Tactical Communications and Electromagnetic Warfare Systems (PM TCE) at Marine Corps Systems Command (MCSC). In this role, he oversees the development and fielding of communication systems to the warfighter, including tactical radios, high-capacity communications, and electromagnetic warfare systems.


Mr. Mithun served in the Marine Corps as an Artillery Instructor until 2007, when he transitioned to a civilian career. He worked in industry for several years as an engineer for an artillery command and control system, while simultaneously pursuing a Bachelor of Science degree in Project Management from Colorado Technical University. In 2010, Mr. Mithun became a government servant and began working on field artillery command and control systems. In this role, he converted the Marine Corps from large, two-person lift computing platforms to laptops, and transitioned from a costly, non-sustainable system to a cost-efficient, sustainable solution preferred by the end user.
In 2014, Mr. Mithun was selected as the Team Lead for Ground Radios at MCSC, where he had several teams under his purview responsible for all Marine Corps patrol portable radio assets, numbering over 100,000 assets. During this time, he executed several rapid procurements to get new capabilities into the hands of users. Additionally, he assisted in developing the Mobile User Objective System in existing programs. Mr. Mithun was placed in the Electronic Warfare Systems team in 2015 to help develop a new capability to replace the EA-6 Prowler. Using Middle Tier Acquisition and the C4ISR Modular Open Suite, the team was able to procure a modular, significantly lighter system.


In early 2020, Mr. Mithun was selected as the Team Lead for Fuel and Water Systems at MCSC, where he managed two separate teams responsible for procuring and sustaining fuel and water systems throughout the Marine Corps. Later in 2020, Mr. Mithun assumed the role of Assistant Program Manager for Program Management at Program Manager Command Element Systems at MCSC. In this role, he was responsible for mentoring and growing the program management competency.
In 2022, Mr. Mithun briefly served as the Deputy Portfolio Manager of Digital Work Spaces at Program Executive Office Digital and Enterprise Services (PEO Digital) before assuming the role of Deputy Portfolio Manager of Platform Application Services (PAS) at PEO Digital in 2023. By summer 2023, Mr. Mithun was promoted to the role of Portfolio Manager of PAS, running both the Marine Corps and Navy programs within the portfolio. 


In 2024, Mr. Mithun was selected for his current role of PM TCE.
